I had a similar set of symptoms (hunting idle, etc.) on a '91 Jetta, probably the same motor, it was the idle stabilizer, aka idle control valve. Replaced it (not cheap, $200 or maybe a little more) and everything worked as before.

I like that 1.8l 8V, it's non-interference and was very reliable for me.
