Both Fedex and UPS will take this but charge a non standard packaging fee. I would cut cardboard circles to protect the wheel and use strapping or heavy duty tape to wrap around the tire to hold the cardboard in place. This will keep the wheel from getting scratched up. Tirerack ships there tires on wheels this way.
