Transmission fluid is kept at the coolant temperature by the heat exchanger. When he says "the temp needle rides lower" with the scoop, he's basically saying he's using a drag-inducing scoop to lower the coolant temp (via the ATF heat exchanger) below the thermostat temp. He could achieve the same effect by using a lower-temperature thermostat (since ATF temp follows coolant temp) and letting the radiator do the work! An oil cooler scoop is the same sort of thing.
