Try this:

Find a level area (such as a supermarket parkinglot). Park about 3-4 carlengths directly behind a parked car and set your low beams. Adjust until the lights are pointing straight ahead (NOT off to the right) and raise them until the low-beam cutoff is just below the rear window of the car ahead. Just make sure it's not a car with an unusually high trunklid level!

I have used this trick with various Hella H4s, and it works fine.
