I think you made an error typing the part number for the 89 Jetta AFM number. It should be 037 906 301, not 025 906 301.

In any case, the first 3 digits only tell what it was first used on. When the first of these is a zero it means the next 2 digits are for an engine or transmission family.

Even if all 9 numerical digits are the same, a change in the last letter can mean a distinctly different part that can't be interchanged.

There are lots of parts used later on different vehicles that keep the part number referring to the original vehicle. A part does not get a new number when fitted to a different application.
