This sounds like a challenge and I like a challenge.
First let's fix the Turn Signal indicator. It has almost nothing in
common with the other issues you report so don't worry about them yet.
If you still have an extra cluster it is a simple matter to test the
functioning of the TS indicator with a small 9 volt battery and a couple
wires
Connect the + of the 9 volt battery to pin 9 of the 14 pin edge
connector. Then briefly connect the - of the battery to pin 14 on the 14
pin connector. The TS led should light whenever these contacts are both
made. This will prove that the internals of the cluster can work wrt the
TS indicator. (pin numbers are for 80-84 analog clock cluster only)
To jump ahead, my guess is that the contacts for pin 14 are flattened
inside the white plastic wiring housing such that they don't contact the
blue foil. You can carefully bend more arc into them so they have more
contact pressure.
