Maybe they were getting to the end of the production run and realized that they had a surplus of SOME parts, and a deficit of others . . . :-)

It was kinda stupid. They stripped down a Vanagon giving you the rubber > mats instead of carpet and the old metal dash board instead of the foam one > (how much money are we saving here a hundred or less?). It had the black > metal front and rear bumpers instead of the fiberglass ones that all of the > 89-91 Vanagons normally had and no side cladding. If it were stripped down > then there would be some sense to it. But this one had A/C, power steering, > power mirrors, power door locks, and power windows as well. The rear seat > turns into a bed (of scratchy wool material). It makes you wonder who would > order such a stripped down model and then add all of the extras.
