it's a lot of work...... but I've thought about doing it too........putting in Syncro suspension but running 2WD. As you say, there will be no speedometer unless you drill all the way through a front hub / stub-axle piece... which sounds pretty difficult to me, it's about 6 inches long.

and you absolutely must use a front 'stub axle' ........a bolt stuck through the front Syncro bearings won't work at all. I have one I'm saving, or would sell, but you need two of course...........the outer CV joints come apart, but not easily, but ya gotta have that outer end of the stock front axle going through the front bearings.

I can't imagine why the 2WD gas tank wouldn't still fit. You won't have a front diff or driveshaft or anything. A syncro gas tank.......... the engne and trans sits lower in a Syncro Vanagon than a 2WD one, but about 1 and a half inches. The syncro gas tank is JAMMED in the van so tightly.............well......one still might fit. Someone else on here knows for sure perhaps. You should know that syncro gas tanks are 'not fun' ........ to deal with, not at all. I've got one out of a gasoline Double Cab syncro if you're interested. It uses a filler neck system that goes straight to the side of the van, rather from the rear corner of the van like a syncro passenger van or westy has ........and those filler systems are bothersome too- the ones that go to the rear corner of the van. . But I do have this syncro type 'over transmission' fuel tank for sale.

syncro suspension will get you a little more height..........if you want more stiffness than stock.........then you'd want syncro.org springs or similar. I love those with Old Man Emu shocks, and the right tires and wheels. Perfect shock/spring combo. Syncro front suspension, btw, isn't that fun to work on, compared to 2WD, though without axles in there it would be easier of course.

the rear trailing arms are the same in 2WD and 'normal' 14 inch syncro's .........just the springs are different. 16 inch syncro's have longer rear trailing arms, people modify 14's to be longer to make a fake 16 inc syncro etc. But you only need rear syncro springs basically.
