The blower does not affect the airflow for the defrost. I'm guessing your cable is bent or unhooked from the leaver. You can take the levers off, and then heater control panel off and investigate. Those levers just pull out, and the panel have two small plastic "pins" that get held into place by clips on the dash. You have to be very careful prying that panel off not to break the "pins". BTW, one of my "pins" was broken when I got my Westy and I fixed it with epoxy. If its' not a problem with the cable at the heater controls, it's likely at the other end of the cable where the problem is.

It seems I am getting no airflow regardless of the position of the top lever. Is this fixable with out removing dash? Btw my blower is not working right now...does that effect airflow for the defrost? I am under the impression it is "fresh air".
