Just because a light is halogen, doesn't mean that it is an e-code light! 

The sealed beam POS lights that were in my Diahatsu Hijet when I purchased it were DOT lights [needed to pass inspection during import process] and they had the word halogen on them - they made a very satisfying noise when I threw them into a metal dust bin as even they couldn't see where they were going.  Now I have some H4 lights that are e-code and DOT approved.  Literal night and day difference.
