I think you are mistaking Halogen meaning the same as ECE or E-code lights, it doesn't.  Halogen is a technology of lighting.  ECE vs DOT is a method of how said light is reflected out of the vehicle.  ECE and DOT lights can both be halogen.  Same thing as HID / Xenon can be both ECE and DOT compliant.
