There is no such thing as city light - a urban legend or myth.  On any of the VW range of vehicles there is no such thing as separate city / park lights - or really any other European car.  My BMW F650GS even has a park light inside of the headlight and the signal markers only come on when I signal.  Europe is the same as North America where all motorcycles have DTRLs, so there is NO WAY you can drive with your "city light" on.  It is a park light. 

Here are the parts lists required for each side of the pond for the T3 / Vanagon:

ECE Head Light 255 941 105 and 106     halogen headlight unit 533 941 669    socket for park light N 017 717 2   12V 4W bulb N 017 763 2   12V 55/60W H4 halogen bulb 111 941 605 A   Weather boot

DOT Head Light 255 941 105 A and 106 A    halogen headlight unit N 100 666 01   12V 50/70W 9004 halogen bulb 165 941 621    Sealing ring for halogen bulb

DOT Turn Signal 251 953 141 B and 142 B   turn signal 017 738 2   12V 21W / 21W bulb **** TWIN ELEMENT **** 171 953 053 A  Socket for bulb As you can see all parts are different between USA / Canada and the rest of the world - our signal markers have two elements, one for park and one for signal.  ECE has only one element, which is only for signaling.  The park light is in the headlight.  Both headlights are halogen headlights, one uses an ECE compliant H4 bulb and the other a DOT compliant 9004 bulb. 

The little 4W light in the ECE headlight is for parking lights only.  There is no way you can use these lights to see, only to be seen and according to the very friendly Police man in Nürnburg at night, in the whole of the EC, you must have you main headlights ON just like we do here in North America.  I'll PayPal C$20 the first person where that can show me officially where these 4W bulbs on a T3 are "city lights" and not "park lights" and designed to be used at night in the citys of the European Community due to too much light polution or any other reason.  On a European T3 you can put the turn signal on left, turn the engine off and the left park light is on - or right for right - the person at the end or beginning of a line of cars is supposed to have their street side park light on - although I seldom see this when I am there.
