Meh. Wikipedia is hardly an authoritative "final answer."

There _are_ city lights. The term refers to auxiliary bulb installed in the headlamps, as opposed to separate lamps. BMW "angel eyes" are a current example.

True, due to modern legalities, they come on with the parking lamps on current vehicles. But that doesn't prove that was always the case, or make them into "urban legends."
