Sounds like you have an ECE vehicle - the park lights are in the headlights.  If light switch is on, with engine off and signal stalk the center position both parks come on.  If the light switch is on, signal in the left position and engine off only the left park light is on and vice versa if the light is in the right position.  "It's a feature, not a bug!" :-)
