Where did that qualification come from, except your imagination? No one has tried to claim that there are "ECE/DOT compliant city lights separate from parking/running/indicatory lights."

Fact is, "city lights" exist, contrary to your claims otherwise. Easy enough to prove, just do a quick Google of "city lights" and headlights. Whether they're compliant with 2008 DOT/ECE regulations is immaterial. Everyone but you seems to know what the term refers to.
