From this description, your bumpstops definitely were not cut. You are not getting enough suspension travel as a consequence. You can correct this by removing the front shocks and trimming off about 2-3 of the discs off the top of that shock tube cover. The bumpstops are attached to that. Unfortunately, that also means the lower part of that tube will no longer be attached to the tops. They can be glue back on with some work. As a temporary measure, I reattached them with duct tape.=)

The ride was transformed. It's still stiff but no longer harsh. My experience with this is documented in the archives.
