I think the gist of the request was not to entirely strip out the prior message, but only include the context or part you are responding to (which is USUALLY not the entire message and even less likely part of someone else's earlier response).

This is classic USENET "netiquette" but it dates to the days when people read messages on 80x24 character screens, on devices that had no local storage, and had 300 - 9600 baud connection speeds. Hardly relevant today, but some people still use dial-up, or other low bandwith, and many still consider it standard courtesy.
