Best way to judge is to actually drive a professionally-converted Syncro. I think you'll be amazed how quiet it actually can be when done right--it doesn't take a lot of 'wrong' to make one noisy. I've seen both ends of the spectrum. A little extra sound deadening goes a long way too, and proper gearing makes a big difference too. Of course it will never be 'Subaru quiet', but hey I like hearing a little feedback myself. :-)

I'm in the middle of converting a nice '91 Syncro Westy right now for a customer from Seattle, and driving it back to him around the end of January. Maybe I'll run the decibel meter the whole trip back and report back exactly how quiet it really is.
