Someone has added those on Patti. They may have used them to secure a canvas cover to keep stuff they stowed in the luggage bin dry, etc. I'd suggest just leaving them there as you may find a use for them as you use your camper over time. There is a tent mfg. company here that could easily make a snap-on "garment" that would fit over that area.

As a matter of fact, a couple of us have added the sliding door screen which requires adding the snaps to the perimeter of the door opening. Another couple of us have added a "thermal barrier" (fleeces blanket) to go over the opening you stand up in in the camper, so that the warmer air in the camping area of the van is separate from the air above that is subject to outside chill because of the canvas-only barrier. We made them by adding snaps to the fleece blanket and on the flat metal area at the van roofline across the front (where the pop top latch is) and along both sides toward the upper bunk, then just tuck the rear of the fleece between the upper bunk mattresses. Works really well at trapping the warmer air below, up to about 20 degrees with no heater running, and if you turn a heater on it really works well.
