Can't speak for the general case, but I had my windshield replaced around a year ago and that didn't happen.

Well, I had a different but possibly related problem. I couldn't turn my heat off. Very annoying, when it's warm out. There's a stiff wire that attaches to the heat lever, and runs from the lever towards the left, into the cable, and through the cable down to something or other down near your feet where the heater is. When you shift the lever right or left it moves the wire through the cable, and moves whatever is down near your feet. (That's the high-tech explanation.) So in my case the wire was bent in the upper two inches, right by where it attaches to the lever. When I pushed left, it didn't slide nicely into the cable, it bent more. Thus it didn't slide in the cable at all, and the heat didn't go off. And it wouldn' t all the way to the right because it was bent and not that easy to straighten out.

Your problem could be something similar - maybe your wire is bent up near the lever, or maybe something is wrong with them lower down in the system that's keeping them from sliding full up out of the cable.

Only a partial explanation, but your problem could be something with the wires sliding in the cables.

I haven't solved my problem with the wires. I think it takes getting a new wire, sliding out the old one and sliding in the new one and then figuring out what it's supposed to attach to. (I have a way of diagnosing things and then not fixing them, if they aren't dangerous and are just annoying. Matilda doesn't appreciate it.)
