A similar system could potentially be employed to help ease the burdens of a moderator.

For instance in the event that the moderator is trying to make difficult decision a vote could be employed to poll, anonymously, general list consensus. The final decision would still lie with the moderator but he could move more confidently.

Similarly a way to submit annoying threads by subject lines and description etc. to the moderator may be helpful. If a discussion is annoying to someone they notify the moderator and if the complaints start to pile up then action can be taken. Of course some folks may abuse this but the complainers could be blocked...
