If the bolts are rusted in, you can spin the bushings as an alternative to snapping the bolts. Then you have to pull the whole thermostat housing to get at them well enough to epoxy them back in place. Ask me how I know... PB Blaster, and lots of it before even TOUCHING the bolts with a wrench...
