David,

My Doka has a diesel title and not subject to the California bienniel
inspections.
Good point. You can also get away if you live in rural areas where periodic
emissions
compliance inspections are not presently required. I would have more serious
issues
with this truck otherwise. I have an inline-4 gas motor which was not
officially certified
for this vehicle.

There may be a cold air intake available for Vanagons which have an
exemption via EO
(Executive Order) which would be legal in California.

As I mentioned in the previous post, between Pat's and David's solution, I'm
set.
