Jim,

When you have the latch out in your hand, you will need to trigger the
latching function.
That would be the door closed position. Only then will the door lock pin
work.

You didn't answer the part whether you tried locking it with the
door CLOSED. If the latch
is back in the door, slam the door shut and try locking it. It won't
lock with the door open
position unless someone else has tinkered with it or broke something inside.
