well, this is very good to hear....... someone that is opposed to 'just no smog checks.' and poorly running cars.

Same thing right across the Straight on the Olympic Peninsula. No smog checks whatsoever, and no safety inspections. I drove cars in Port Townsend the wheels were falling off of,..or the steeping was shot to hell.......and the people didn't even know.......... and there was just no one to even tell them. I've seen a car in service with gasoline dribbling off the carb there. Completely Third World. on the other hand I don't like draconian unreasonable smog laws like a famous west coast state has, like for engine conversions. they stupidly will not let you put a really modern very low emissions engine into an older vanagon....... ( people sneak some through the smog ref system sometimes though ) ..............but they are trying to just get old cars off the road. California has no sympathy for people upgrading a vanagon, and making it into a fine vehicle with modern engine.

I live in an industrial area. I have diesel trucks, idling .........a third of a mile away.............and the smell just wafts down on me......I can not imagine that's healthy. And diesel driver's have 'this thing' about idling their noisy engines. Fortunately that is become illegal in some places I think. I've been a diesel vangon owner too, for a long time, I have two for sale right now....... but diesels lower the quality of life, .....in noise and smell, and emissions. Try riding a bicycle behind one some time. Newer diesels are better than older ones of course. And I owned a diesel mercedes too. Rugged, long lasting, safe, .........but slow. Sorry to hear they don't have it a little more together in Victoria. and they sure don't on the Olympic Peninsula. Not road wise , or vehicle safety-wise, or emissions wise.
