My old air cooled engine had a lifter that would leak down if engine
not run at least once a week. In that event, it took at least 1/2 hour
of driving to pump up. Once pumped up, it would only take about 15
seconds of idling (cold) for it to quiet down under normal (every few
days) driving conditions.

AFAIK, the lifter is separate from the engines oil circuit. (I'm sure
I'll get corrected if I'm wrong...... ;). The lifter itself has a
plunger/spring assembly and pumps itself up from the surrounding oil.
i.e. IIRC, one pre fills new ones on the bench before installing. The
oil pump shouldn't affect a lifters performance per se.
