The natural resting point is well below the stop.

The way I calibrated mine was to drive 60 according to my GPS, then took note of the speedo reading. At home, I moved the needle to that speed, and made some marks on the mechanism (the moving part and the stationary part). I then took off the needle, moved the mechanism until the marks were lined up, and put the needle on pointing to 61 (better to read a bit over than under).
