I've used a flat blade/standard screw driver as a lever to pry on the underside of the wiper hub, putting a rag or other device to avoid chipping/scratching the paint, and moving the s-driver around the base until it finally pops off. Patience and moderation are in order and result in not creating other problems.

Anyone have any suggestions on how get the arm off the shaft without bending or breaking something?
