John, I'd try threading the nut back on partway to give a bearing surface, then use a battery-clamp puller or some other small puller.

If it doesn't come right off, keep some tension on it and tap the side repeatedly with a small (8-oz or so) hammer. With some patience that technique can have remarkable results, with the hammer sized to the work.

If push came to shove, I'd rotate the arm so that it shears the internal splines off, then clean out the grooves in the shaft and re-seat the arm. That's a deliberate weak point so you won't burn out the motor or break something internal if the wipers are stuck or forced.
