I don't know if it reaches -45, but anyone who can invert a container of Dust-Off or similar has Pretty Darn Cold right at his fingertips. I haven't heard of a flood of related injuries over the last 20 years or so, or before that when every electronics tech had a can of Freeze Spray on his bench (invert it if you just want to blow stuff off).

As to the warts, in the Navy we used to use liquid nitrogen which comes in around -190C if I recall correctly. I suspect that's still the practice.
