Something which works well for discs, might also work for drums.

Find a parking lot or other non-traffic place, and loosen up the lug nuts on the problem wheel enough so they're just a bit sloppy. Drive 5-10mph, and pull up hard on the e-brake. Again, going in reverse. The braking force has to travel from the drum to the hub, and can help brake the rust bond.
