I'm sure it depends on the testing station and the state. Back when FL had emissions testing they didn't do strict visual inspections, just checked for the cat.

I have heard stories of people in strict states actually putting a Megasquirt board inside of a factory ECU case and using the factory harness to connect to the various sensors. The only thing is for strict visual inspection you would have to keep your MAF or AFM if so equipped, even if they weren't hooked up to anything.

So, not being familiar with what happens in an emissions check, do they actually look and verify that the ECU is stock? I imagined they would just sniff the exhaust and (maybe) visually verify that the cat has not been removed.
