I'll find out the answer to your question (drilling) soon Tom. I have the rear set and will be installing them when it warms up just a bit. I put this same flap on my '91 and pretty much disregarded the provided hardware for attachment to the wheel well/fender and drilled, rust-proofed, black siliconed and used stainless screws, and screwed them to the fender. I used the stabilizing hardware that goes laterally toward the engine for both to attach the inside/top part and never had any problems with them staying on. I think that a shop I used once, was harder on my mud flaps than anything else ... they used their mechanical lift and put the lift contact point on the frame right next to the mudflap and almost pinched it off. Most "good" shops use some kind of shim device to create some space between that lift piece and the frame jack point/mud flap to avoid this.
