The 2004 model does not have an injection pump. It is a "PD" engine, with individual "pump" injectors driven by the camshaft. Even if it was a 2003 model with the older ALH style engine $900 is robbery to setup the timing. You can re&re the pump, complete timing belt and setup the timing in under 5 hours. At least I can! Rebuilt pumps are only about $1500 from VW even, so @ 2k someone got hosed.

I've own a diesel vanagon I converted to a 1.6TD and would take it anyday over a boxer!
