John, I usually treat the area with baking soda and water. You will see the acid bubble when this is neutralizing it. Once you do that you can clean up the rust and paint it. I have done this many times on the past and it seems to hold up well. I use rustolem paint and primer. If you wanted to get really crazy you could use to Zinc primer which you can buy at Walmart.
