I don't think they like doing it at the DMV......
but ownership of a car and having it registered for street use are two
different things......
and a person can take the paperwork to the DMV and get the title in their
name.......
all legally, without a smog check.......
they just can't register it, or get tags for it, until it's smogged.
after all, suppose you're a jillionaair and you just want to own a car and
keep it in your stable of cars and never drive it........
there is no law that says you MUST register cars and drive them on the
street. So you can OWN a car, even if it's not registered.
Which means someone could buy it, put it in their name.........
and register it later when they get an engine in it, and get it smogged.
( to be fully legal.........to drive it somewhere to get it smog
checked........they would have to have insurance on it, and show 'proof of
insurance' to show that, and then get a moving permit for a few days from
the DMV or Auto Club, to drive it to a smog check. - but it's sellable . )
I wouldn't trust calling the DMV to ask about it, myself..........they might
tell you you can't sell it until you get it smogged.......
which I will bet is not *actually* true.
I've probably done it myself in Ca........had a car transferred to my
ownership and title in my name..........but not registering it now, and no
smog check now either, thank you. As long as the van is registered in CA
now.......no problem for selling it with blown engine.
( remember.......the people working a the DMV work for YOU..........don't
let them give you a run around.)
*Always* go to the Auto Club for your DMV needs ( not driver's license
though ) ......
they are 10 times nicer to deal with, and there are usually only 2 other
customers there , not 50 or 200.
and if one owns a Vangaon ......then one should have CSAA -aka 'auto club'
.
and ........CSAA does not mind if you call up to join at the same time as
needing a tow or rescue.
the lower level of service only gets you a 5 mile tow I think. After 5 miles
you have to pay extra.
or maybe a friend with a CSAA membership can have a 'road emergency' and
get your van towed to where it's going to be worked on .......your house.
