I personally feel the strenth of the motor/freshness is what really matters.
I recently had a chance to drive an incredibly strong 2.1, much stronger
than most i've driven. I've also drive a variety of 1.9s including my daily
driver '85 Westfalia (conversion). When i visit Walt however, i pull Dunloe
in 1st gear. : (

If you're taking either one apart, i think a new set of rings or a new set
of pistons/jugs will make a big difference while it's apart. Furthermore,
what matters is the state of condition of the ancillary components. If you
have a weak injector, it doesn't matter if it's a 1.9 or a 2.1, it's not
going to run as well as it could.

Personally, i feel these engines (whether 2.1 or 1.9) are perfectly adequite
when they run well. If you feel you have "no power on the highway",
something is wrong. (Possibly just you're driving style though). Even the
aircooled vanagons run just fine and plenty powerful WHEN EVERYTHING WORKS
RIGHT. Mind you they have different gearing to compensate for their
different powerband/power, but i feel a well working aircooled vanagon is
very comprable power wise to a 1.9.  For a substanital bit more power, you
need to either put some 2.2 jugs in there (or better yet buy a
professionally built up big bore waterboxer) or do a conversion. 10hp should
not make much of a difference, though 20hp would.
