since it's an auto trans vanagon I would be sure to check the lever and
throttle cable at the side of the transmission.
The throttle cable ends in a ball pivot on the trans lever.
I have seen that ball pivot be very rusty, even stuck.
point is........you want to be sure it's not at the trans......whatever
binding or drag you are experiencing.
I haven't see a throttle body to that actually, bind so much from wear that
it wouldn't return to zero throttle.
