The horn works when the horn button grounds the wire going to the steering
wheel.

Is it necessarily the keys doing it or if you grab the
lock cylinder and move it, it will trigger the horn?  If you grab the
steering wheel and rock it side to side or in and out does it honk?

I would check for the following:
- is the allen bolt that
holds the lock cylinder in place right
- remove the steering wheel
and see how worn the brass tab is that controls the horn - sometimes these
are tweaked and the slightly wrong movement of the steering wheel is
enough to ground it.
