Sounds like weather/salt? getting in there. Or if it's the same lamp all that time, possibly crudded-up terminal on the lamp. If it's always the same terminal I'd pull the lamp and clean up that terminal very thoroughly.

I had a good deal of trouble with terminals on Hella foglights for a while, combination of heat and weather seepage I think.
