It does, but my van had no existing rust, I had treated the interior metal surfaces for rust prevention had put two layers of B-Quiet on the inner walls and also caulked the utility inlets. I already had the R13 and figured it's okay for now. Believe me, if it goes wrong I'll report the mistake. I might go ahead and remove it anyway.
