That's what came with the later model vanagons (maybe all of them, but
they were on the 90 I bought new). The issue was that the van could be
outfitted for a handicap lift, but the car was of no use to someone in
a wheelchair who couldn't reach the hatch any higher than they left
it. I wish I still have the great videotape that came with the car
explaining all these details.
