Some people actually carry more than that.

VW says the rear can be loaded more than the front, as was previously cited ( http://www.roadhaus.com/tires/guideline.html )

2WD Vanagon or Camper GVWR 5160 lbs GAWR Front 2646 lbs GAWR Rear 2866 lbs

4WD Syncro Vanagon or Camper GVWR 5512 lbs GAWR Front 2866 lbs GAWR Rear 3042 lbs

Looking at the 2WD, you could have a 2646/2514 through 2294/2866 F/R ratio at max load.
