Hi Bob, I know that if I call the Oregon DMV I have a good chance of speaking to a live human. But in my 40 years of being a licensed Cali driver I've never been able to reach a live human on the phone at the DMV. YMMV. However, I admit to being lazy and should not have posted this NVC question anyway. The answers are on the Cali DMV site. Apologies all around.
