Importing 15+ year old vehicles to Canada is a piece of cake. That is why you see all kinds of JDM right hand drive vehicles running around in BC like Delica's, Hiaces, etc. US market vehicles are super easy. I've helped import about 10 US Vanagons into BC. Federal inspection is not necessary. You may need a provincial safety/VIN inspection depending on your province. Add about $200 for misc fees (especially if van has A/C.... even if it doesn't work) + 6.2% duty and 5% GST to your cost. After you get the van inspected in your province, you will have to pay PST, registration etc. Silliest part of the process is you have to send a copy of the Title to US customs at the point of EXPORT at least 3 business days before bringing the vehicle into Canada. You have to stop on the US side to have the title stamped by US customs. You cannot import into Canada without first properly exporting the vehicle from the US.
