I think that statement is pretty location-specific. Since this would be a local interpretation I imagine it varies widely. In my home town you can't say, have a frosty malt beverage in the parking lot before going into the bar. You also can't have the same beverage in a Vanagon unless you're camping in a campsite. Ask me how I know.
