It does nothing under normal operation. It's supposed to be connected to a 3 (?) pin plug mounted to the alternator, so that some esoteric piece of VW gear can be plugged in and detect TDC with it. It's a coil with an iron core, generates a little pulse when a magnet goes whizzing past it. Presumably there's a little magnet buried in the flywheel at the appropriate place. In regular operation it's as useful as the proverbial appendages on a boar hog, or those tiny ice cube trays in the Westy fridge, i.e. not.
