Light Truck and Commercial tires are exempt from having to provide that info AFAIK. Sometimes the info is provided but I don't think it is required. The tread wear number is a consumer requirement and tires not intended for consumer use don't have it?

The 185R14C and 195R14C are Commercial tires, that is what the C stands for in 14C.
