Not acceptable. If it is a "Factory" defect then the dealer has a system(parts warranty) in place to exchange it for a straight part. If a batch did come from VW that way they should take care of the problem. Assuming that it is a defect the issue lies between VW and which ever vendor makes the part for them, not you and the body shop. Take it back and request that it be replaced with a straight bumper.
