I never tried it with a Toshiba but my Dell Inspiron 8600 (19.5 volts) was plugged into my inverter for several years without incident. I had purchased a Targus DC adapter with the computer but it had 2 problems. One was by design (it would run the laptop but not charge it) and the other is it had a flaky DC plug and the computer didn't receive power from it reliably. So, I reverted to the inverter for a while.

I have since purchased a DC adapter (works off the cigar lighter) that the computer sees as being on AC. In other words, it both runs the laptop and charges the battery.
